Instructions

Preheat & Prepare Pan:
Preheat the oven to 400°F (200°C). Grease a mini muffin tin or line with paper cups to make about 24 mini muffins.
Mix Dry Ingredients:
In a large bowl, whisk together flour, baking powder, baking soda, and salt.
Cut in Butter:
Add cold diced butter and use a pastry cutter or fingers to rub into the flour until the mixture resembles coarse crumbs.
